We’re updating how users are measured across Advanced Insights and the Copilot Dashboard in Microsoft Viva Insights (Copilot Analytics). This change introduces a unified measurement model so the same metric represents the same user population across Viva Insights surfaces, improving consistency and reducing confusion in reported metrics. As a result of this change, customers should see more consistent user counts and aligned metrics across Viva Insights surfaces, helping build confidence in analytics outputs.

This update will begin rolling out by early June 2026 (previously early May). Timing may vary by tenant and region.

[How this affects your organization]

Who is affected:

  • Organizations using Viva Insights Advanced Insights
  • Organizations using the Microsoft Copilot Dashboard (Copilot Analytics)
  • Tenants that have turned off the Viva Insights service plan for users with a Microsoft 365 Copilot (Premium) license

What will happen:

  • Users are considered measured if they have any of the following:
    • A Microsoft 365 Copilot license
    • Copilot Chat activity
    • A Viva Insights service plan
  • Copilot licensed users will continue to appear in Copilot usage and adoption metrics, even if the Viva Insights service plan is turned off.
  • Analysts can continue running Custom queries in Advanced Insights for Copilot usage data, even if Viva Insights service plan is turned off.
  • User counts and metrics will align across:
    • Copilot Dashboard
    • Advanced Insights (Analyst Workbench)
    • Power BI–based Viva Insights reports

Privacy and opt out behavior

This update does not change existing privacy commitments or data handling principles:

  • Users excluded by tenant exclusion lists remain excluded from all measurement.
  • Users who have opted out of personal insights are excluded from per person behavioral exports but may still be included in aggregated metrics.
  • No new data is collected, and no new data types are introduced.
