Summary

Microsoft 365 Copilot will soon allow users to upload files as knowledge sources and enable admins to manage these agents. The rollout starts mid-June 2025 and completes by mid-July 2025. Supported file types include docx, pptx, pdf, txt, csv, and xlsx. Sensitivity labels will be applied to agents. No admin action is required before the rollout.

[How this will affect your organization:]

As part of this rollout, we will pre-provision a limited set of SPE containers in your tenant. They will show up in SPAC and as a PowerShell cmdlet under the application name declarative agent.

Supported file types: doc/docx, ppt/pptx, xls/xlsx, pdf, txt, csv

Maximum file size

  • 512 MB for pptx, pdf, docx
  • 150 MB for txt, csv, xls, xlsx, ppt, doc

Maximum number of files: 20

Sensitivity labels: You will be able to view an agent’s sensitivity label on the Overview tab in Copilot Studio agent builder. A sensitivity label will also be applied to the agent level, covering all files uploaded as knowledge sources to an agent. The label is determined as follows:

  • Set to the most restrictive. The agent will inherit the highest‑priority (most restrictive) label from any of the uploaded files.
  • A sensitivity label will be automatically assigned if you have enabled a default sensitivity labeling policy for your tenant.
  • Sensitivity labels are assigned if the agent is created using Microsoft Copilot Studio agent builder.

A user who lacks permission for the agent’s label will not be able to open the agent. Users who can open an agent will see the same sensitivity label in the Agent details dialog that appears when they select the link to the agent. The sensitivity labels will start to appear in late May 2025 in the Agent details dialog.

This change will be available by default.

After this rollout, users will be able to create agents by uploading files from their local machine:

Users will be able to view the inventory of these agents and manage them appropriately. To access the inventory of agents in Copilot Studio agent builder, go to Settings > Integrated Apps > Shared Agents:

This rollout will happen automatically by the specified dates with no admin action required before the rollout. Review your current configuration to assess the impact on your organization. You may want to notify your users about this change and update any relevant documentation.
