Outlook: Add support for Recommended Labels in Outlook mobile

When composing an email on your mobile device, Outlook can recommend or automatically apply an appropriate sensitivity label if your organization’s automatic or recommended labeling policies are enabled by admins and the message contains sensitive information. For recommended labels, you’ll see a prompt to review and apply the suggested label, and automatic labels will be applied without needing any action from you.
