Outlook: Reset people suggestions in Outlook search for GCC, GCC High, and DoD

This feature will allow users to reset, export, and/or opt out of people suggestions in search through settings in the Outlook on the web and the new Outlook for Windows. When a reset is done, all versions of Outlook will reflect the change. This feature is already available in worldwide multitenant and will now be available for customers in GCC, GCC High, and DoD #newoutlookforwindows
